NEW SCHOOL CONSTRUCTION MEETING
The Sublette County School District #1 Board of Trustees is taking input on the construction of a new school facility. Due to increased student enrollment since 2001 the need for additional facilities has become apparent.
If you would like to offer input to the Board about the construction of a new school building, the grade configuration and the possibility of a new campus please plan to attend a Special Board Meeting on February 7, 2008 in the Pinedale Aquatic Center Classroom from 7 to 9 PM. Should the number of participants exceed the capacity of the room we will move the meeting to the Auditorium.

New School Construction

W O R K I N G D R A F T
The School Board is committed to providing facilities that will enhance our student’s learning opportunities now and in the future.
1. SCSD #1 has grown significantly in student enrollment since 2001.
It is projected that we will continue to increase in student population until about 2015 (Sublette County EIS, 2005) with an overall population for about 1,900 students on the low estimate, 2,150 on the middle estimate and about 2,600 students on the high estimate. After 2015 we are predicted to level off and from 2020 we will grow very gradually.

2. Existing school buildings will need to be supplemented with modular buildings and other space saving strategies untilcompletion of a new facility.
3. Because new construction is paid for by the state of Wyoming, we will be working with the School Facility Commission, SFC, as a partner on any new construction. The school district will be using state monies for construction projects instead of their own funds.
4. Important Considerations:
- Many people have expressed a desire to keep Pinedale Schools one school family. That means that we would not have neighborhood schools but continue to keep all students in a grade level learning together.
- Can the current campus for Pinedale Schools accommodate another school or do we need a second campus? If we need another campus, what type of school is best served off site?
- New school facilities need to reflect future growth in the community.
- New school facilities need to reflect the learning needs of the 21st century.
5. There are multiple ways to address the issue of increasedstudent growth.
There appear to be two main solutions emerging at this time. (There may be several other ideas with great merit that are yet to be heard or discussed.)
1. Build a new high school.
- Constructed on a new campus
- Current campus becomes a K – 8th campuS
2. Build a new elementary school, K, 1st and 2nd grades Constructed on a new campus
- Current campus becomes a 3rd – 12th campus
6. Amount of change required to respond to our needs
First Order Change: We improve what we are currently doing, becoming more efficient with tweaking, and adjusting.
Second Order Change: We decide that what we are doing is no longer sufficient to address our needs.
7. Brief history of recent school construction in Pinedale.
2002 |
Early in 2002 the district reviewed construction and facility maintenance needs and priorities and began to address a lengthy list of projects which were reflected in the 5 Year Plan.
|
2003 |
Additional classrooms and renovations were initiated in the high school due to the scoping report and increased enrollment at this level. This project was funded through excess rebated recapture funds. |
2004 |
Based on the availability of excess rebated recapture funds the district embarked on replacing a seriously deteriorated pool with the Pinedale Aquatic Center. This project was a multi year project and is opening in February, 2008. |
2004 |
The feasibility study for an elementary addition was conducted this year. This option was decided against because an addition would create too large of an elementary school (500 + students) and the difficulty of designing an efficient and esthetic addition with good student traffic flow. |
2005 |
The feasibility study of an addition to the auditorium, art room, Ag and middle school buildings took place due to continued increases in enrollment at the secondary levels. This discussion evolved into the addition of the 5th – 6th grade wing being built onto the middle school |
2005 |
The 5th – 6th addition to the middle school was decided after considerable thought and creative planning. This new wing added space and classrooms to the middle school as well as relieved pressure at the elementary school due to growth in student numbers. This facility was funded through excess rebated recapture funds. |
2006 |
Discussions began about the possibility of needing a new elementary school due to continued student growth. With the passage of Amendment B (loss of excess rebated recapture funds) the district began to work with the SFC on planning for a new facility. |
2007 |
The Board initially approved building a new elementary but received additional input on the issue and decided further study was needed. The Board is considering the construction of a new high school located off of the current site with a K-8 campus remaining. With remodeling of existing facilities and a new high school this could meet our needs for quite a few years. The Board is asking for public input and has invited the SFC to participate in deciding on a solution to accommodate increased student growth. Enrollment continues to rise in the district. |
